A City initiated request to amend the Heartland (Olivewood) Specific Plan to bring it into conformance with the underlying General Plan land use designation.

  • Recommended Action:

    Waive the second full reading and adopt by title only, “An Ordinance of the City Council of the City of Beaumont, California, Amending the Heartland (Olivewood) Specific Plan”

A City initiated request to amend the Oak Valley SCPGA Specific Plan to be in conformance with the General Plan land use designation.

  • Recommended Action:

    Waive the second full reading and adopt by title only “Second Reading of the Specific Plan Amendment (SP2023-0011) a City Initiated Request to Amend the Oak Vally SCPGA Specific Plan to be in Conformance with the General Plan Land Use Designation”

Ratify the City Manager's authority to approve contract change orders for the construction of the City Hall Renovations.

  • Recommended Action:

    Ratify the City Manager's authority to approve contract change orders for the construction of City Hall Renovations up to an amount not to exceed $317,731.

Determination of use for “Concrete Batch Plants” per Beaumont Municipal Code Chapter 17.02.020.

  • Recommended Action:

    Concur with staff’s determination of use for Concrete Batch Plants as presented in the staff report.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Tentative Parcel Map 37440 PM2019-0006, Plot Plan PP2019-0222, Conditional Use Permits CUP2017-0010, CUP2019-0037, CUP2019-0038, and a Mitigated Negative Declaration & Mitigation Monitoring & Reporting Program ENV2019-0010. A request for a plot plan to construct and operate a commercial shopping center with seven (7) buildings totaling 42,897 square feet including the fuel canopy and comprising of an 18,000 sq. ft. retail anchor building, four (4) quick service (QSR) drive-throughs restaurants, including 3,562 sq ft. of attached retail to one QSR, a carwash, and a gas station and 3,130 sq. ft. convenience store with a Type 20 ABC license. The applicant is also requesting a sign program and to subdivide 12.39 acres into seven (7) parcels and one (1) remainder parcel located on the northwest corner of Oak Valley Parkway and Beaumont Avenue in the Commercial Neighborhood zone.

  • Recommended Action:

    Hold a public hearing; and,

    Adopt a Mitigated Negative Declaration for ENV2019-0010, Approve Plot Plan PP2019-0222, Approve Conditional Use Permit CUP2019-0037, Approve Conditional Use Permit CUP2019-0038, Approve Sign Program PLAN2022-0791 and approve Tentative Parcel Map No. 37440 (PM2019-0006) for a two-year period, subject to the attached conditions of approval.

Recommended amendments to the Beaumont Municipal Code Section 9.03.020.I.1 and 9.03.020.I.2 related to definitions for major and minor special events to be consistent with the current fee schedule.

  • Recommended Action:

    Open the public hearing, take testimony; and

    Waive the full reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont Amending Beaumont Municipal Code Chapter 9.03 “Regulation of Special Events”, Chapter 9.03.020.I “Definitions”.

Pursuant to City of Beaumont Municipal Code Section 8.12.240, and Health and Safety Code section 5470 et seq., the City may collect delinquent fees or charges for commercial, single family residential, and multifamily residential solid waste handling services on the property tax roll for those premises.

  • Recommended Action:

    Conduct a public hearing, and

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, California, Authorizing the Collection of Delinquent Sewage Service Fees and Charges on the Property Tax Roll.”

Pursuant to City of Beaumont Municipal Code Section 13.08.370 and 13.08.380, Resolution 2013-06 and Health and Safety Code section 5470 et seq., the City may collect delinquent fees or charges for commercial, single family residential, and multifamily residential sewer services on the property tax roll for those premises.

  • Recommended Action:

    Conduct a public hearing, and

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, California, Authorizing the Collection of Delinquent Sewage Service Fees and Charges on the Property Tax Roll.”

Approval of all Ordinances and Resolutions to be read by title only.

A proposal to purchase a fire engine in lieu of renting an engine from the County of Riverside.

  • Recommended Action:

    Discussion and direction to staff.

Strategic Plan – Target #5 Quality of Life/Well Being - Goal #6 Complete Stewart Park and Sports Park Improvements – Priority Level #3

  • Recommended Action:

    Discuss and provide direction on:

    1. The 95% plans; and
    2. Consider allocating additional funding to Capital Improvement Project P-04 to include improvements to Beaumont Avenue and Brookside Avenue’s Southeast corner.

Award a contract for the architecture and engineering of the City and Transit Corporate Yard in an amount not to exceed $1,108,250 – Capital Improvement Projects T-19 and R-22.

  • Recommended Action:

    Authorize the Mayor to execute the Professional Services Agreement with Gillis + Panichapan Architects, Inc. in the amount of $1,108,250 and

    Authorize Staff to issue a Purchase Order in the amount of $1,108,250 for Capital Improvement Project Nos. T-19 and R-21, and

    Authorize the City Manager to Approve any necessary Change Orders in an Amount not to Exceed $110,825.

Citywide Street Rehabilitation and Maintenance Project (CIP R-36).

  • Recommended Action:

    Award a Public Works Agreement to Matich Corporation for construction of the FY 2023/24 Citywide Street Rehabilitation and Maintenance Project (CIP R-36) in an amount not to exceed $2,575,400; and,

    authorize the City Manager to sign change orders up to an additional $515,080 for a total construction amount of $3,090,480.

Request to approve the FY 2024/25 Local Responsibility Area Wildland Protection Reimbursement Agreement with CAL FIRE.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, California, Approving an Agreement with the California Department of Forestry and Fire Protection for Services from July 1, 2024 through June 30, 2025 for Fire Protection Services within the Local Responsibility Areas within the City,” and

    Approval of the FY 2024/25 agreement with CAL FIRE for fire protection services within the Local Responsibility Areas within the City in the amount of $55,989.85.

  • Recommended Action:

    Approve invoices in the amount of $138,594.27.
