First Amendment to the Professional Services Agreement with Clinical Laboratory Services of San Bernardino, Inc. to provide laboratory testing services.

  • Recommended Action:

    Staff recommends amending the existing PSA to reflect the accurate annual service cost of $88,265, resulting in a total not-to-exceed amount of $264,795.00 over the three-year period. This amendment ensures the agreement aligns with the scope of services and pricing detailed in the vendor's proposal.

Interior and Exterior Painting of 514-516 California Avenue, also known as the new Pass BizHub Building.

  • Recommended Action:

    Authorize the Mayor to execute a Notice of Completion for C25-05: 514-516 California Ave Interior and Exterior Paint; and

    Authorize the City Clerk to file the Notice of Completion with the County Recorder’s Office.

The City is retroactively pursuing environmental permits due to the local emergency cause by the sewer mainline failure in Fairway Canyon. A resolution to re-ratify the declared state of local emergency is needed.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution Of The City Council of The City Of Beaumont Extending The Declaration of A Local Emergency and Authorizing The City Manager To Take Necessary Action”, and

Results and acceptance of the Fiscal Year End June 30, 2024, Audit on Federal Awards.

  • Recommended Action:

    It is recommended that the City Council receive and file the Single Audit for the Fiscal Year ended June 30, 2024.

An ordinance authorizing a Development Agreement (DA) between the City of Beaumont and Beaumont Regency AVG LLC for the development of a 279,941 square-foot (sf) commercial shopping center at Oak Valley Parkway and the I-10 Freeway (Project) on a 28.95 acre site (Site). The DA has been determined exempt under Article 12, Section 15183 (Projects Consistent with a Community Plan or Zoning) of the California Environmental Quality Act (CEQA).

  • Recommended Action:

    Waive the second full reading and adopt by title only, “An Ordinance of the City Council of the City of Beaumont Approving a Development Agreement by and between the City of Beaumont and Beaumont Regency AVG LLC.”

Receive and file the Fiscal Year 2025-2026 Budget Book and Budget-in-Brief.

  • Recommended Action:

    Receive and file the FY2025-2026 Budget Book and Budget-in-Brief.

Consideration of $16,090.28 increase to the existing purchase order with Spicer Consulting Group, Inc. for special district administration services to cover the June 2025 invoice and additional costs related to the administration of new Community Facilities District (CFD) areas added during Fiscal Year 2024-25.

  • Recommended Action:

    Approve a change order to Purchase Order No. 24/251912 with Spicer Consulting Group, LLC for CFD Administration Services, increasing the not-to-exceed amount by $16,090.28, for a revised total amount not to exceed $199,692.29.

Consideration and Acceptance of a Quitclaim of Easement from Southern California Edison on City-Owned Property (APN 404-140-007)

  • Recommended Action:

    Staff recommends that the City Council Accept the Partial Quitclaim of Easement from Southern California Edison on APN 404-140-007 and authorize the Mayor to execute the Certificate of Acceptance and direct staff to record the Quitclaim and Certificate with the Riverside County Recorder’s Office.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Public Hearing to consider the placement of delinquent solid waste handling services charges as liens on the Riverside County Auditor Property Tax Rolls.

  • Recommended Action:

    Conduct a public hearing, and

    Waive the full reading and approve by title only, “A Resolution of the City Council of the City of Beaumont, California, Authorizing the Collection of Delinquent Solid Waste Handling Service Charges on the Property Tax Roll.”

Pursuant to City of Beaumont Municipal Code Section 13.08.370 and 13.08.380, Resolution 2013-06 and Health and Safety Code section 5470 et seq., the City may collect delinquent fees or charges for commercial, single family residential, and multifamily residential sewer services on the property tax roll for those premises.

  • Recommended Action:

    Hold a public hearing, and

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, California, Authorizing the Collection of Delinquent Sewer Service Fees and Charges on the Property Tax Roll.”

Adopt a Mitigated Negative Declaration and Mitigation and Monitoring Reporting Program for the Cherry Channel Drainage located on the East Side of Cherry Avenue between Cougar Way and Oak Valley Parkway based on a completed Initial Study in compliance with CEQA.

  • Recommended Action:

    Hold a public hearing; and

    Adopt a Mitigated Negative Declaration and Mitigation and Monitoring Reporting Program for the Cherry Channel Drainage (Project); and

    Direct staff to prepare a Notice of Determination to be filed with the Riverside County Clerk Recorder.

A public hearing to consider an ordinance and resolution amending the City’s Municipal Code Chapter 10.08 - PARKING to align with those of neighboring cities, promote compliance, and enhance public safety through improved deterrence.

  • Recommended Action:

    Hold a public hearing;

    Waive the first full reading and approve by title only:

    “An Ordinance Of The City Council Of The City Of Beaumont, California, Amending Chapter 10.08 - Parking By Adding Section 10.08.101 – Parking And Late Payment Penalties Schedule To The Beaumont Municipal Code” And;

    Adopt the Resolution and approve by title only, “A Resolution of the City Council of the City Of Beaumont, California, Adopting A New Parking Violation And Late Payment Penalty Schedule.”

Staff is requesting the Council review and authorize the City Manager to sign the employment agreement with Christopher Ramos appointing him to the position of Chief of Police.

  • Recommended Action:

    Approve the employment agreement with Christopher Ramos for Chief of Police and authorize the City Manager to sign the agreement; and

    Conduct Swearing In.

Strategic Plan Target 4 – Finances/Resources – Goal 4.1 Obtain a Recycled Water Permit to enhance water sustainability, support long-term resource management, and ensure a reliable environmentally responsible water supply for the community.

  • Recommended Action:

    Direct staff to pursue a hybrid recycled water strategy, work with the San Gorgonio Pass Water Agency on a financial partnership for a siting study, and develop a tiered pricing structure with BCVWD for the sale of recycled water as part of the ongoing negotiation matrix.

Consider approving a professional services agreement with Stradling Yocca Carlson & Rauth to serve as bond counsel for the City of Beaumont. Bond counsel services include the preparation and legal validation of bond documents, issuance opinions, tax law compliance, and other legal services related to the issuance of municipal debt. The firm will be engaged on an as-needed basis to support various City financing efforts, including community facilities districts, enterprise fund bonds, lease revenue bonds, and refundings.

  • Recommended Action:

    Approve engagement with Stradling Yocca Carlson & Rauth for as-needed bond counsel services for the period of July 15, 2025, to June 30, 2030, with compensation based on actual services rendered in accordance with the terms and rates established in the agreement; and authorize the City Manager to execute the agreement and any related documents.

Consider approving a professional services agreement with Urban Futures, Inc. (UFI) to provide financial advisory services to the City of Beaumont. UFI will assist with debt issuance planning and execution, capital financing strategies, budget and fiscal impact analysis, and other advisory services related to the City’s long-term financial management. The agreement will allow the City to engage UFI on an as-needed basis to support key financial initiatives.

  • Recommended Action:

    Approve a professional services agreement with Urban Futures, Inc. (UFI) for as-needed financial advisory services for the period of July 15, 2025, through July 15, 2030, with compensation based on actual services rendered in accordance with the terms and rates established in the agreement; and authorize the City Manager to execute the agreement and any related documents.

Award two separate three-year contracts for weed abatement services with two separate optional one-year extensions, subject to City Council approval.

  • Recommended Action:

    Approve the Agreement with Integrity Arborist & Ecoscape for Weed Abatement Services, for an initial contract period of July 15, 2025, through June 30, 2028, in an annual amount of $173,750 with a total three-year amount not to exceed $521,250; and

    Approve the Agreement with Sustainable Mitigation for Weed Abatement Services, for an initial contract period of July 15, 2025, through June 30, 2028, in an annual amount of $173,750 with a total three-year amount not to exceed $521,250.

Strategic Plan Target 2 – Infrastructure, Projects, and Traffic - Goal 2.1 Advance the Pennsylvania Avenue Grade Separation project to completion of the Final Design Phase (shovel ready), ensuring alignment with safety, mobility, and long-term infrastructure priorities.

  • Recommended Action:

    Receive and file this update.

Discussion regarding the development of an ordinance that would authorize the City Engineer to evaluate and designate curb colors, including red curb no-parking zones, following the completion of traffic surveys including community mailboxes. Following today’s discussion, staff will act based on council direction.

  • Recommended Action:

    Direct staff to prepare a draft ordinance authorizing the City Engineer to evaluate and designate curb colors following traffic surveys and return to the City Council for formal consideration and public hearing at a future meeting.

Request for direction to prepare an ordinance for mandatory Purple Heart license plate holders designated parking spaces.

  • Recommended Action:

    Staff recommends a directive to propose an amendment to the Beaumont parking standards to include a requirement for Purple Heart recipient parking spaces.
