  • Recommended Action:

    Approve Parcel Map No. 38953 as it is in substantial conformance with the approved tentative map, and

Performance and payment bond exoneration for street and storm drain improvements associated with Tract Map No. 27971-7.

  • Recommended Action:

    Authorize City staff to issue a Bond Exoneration Letter for Performance and Payment Bonds and Accept Maintenance Bonds for (Project / Bond Number / Improvement):

Maintenance bond exoneration for sewer improvements associated with APN 419-202-005.

  • Recommended Action:

Approve the Fiscal Year 2024 Transit Audit Report.

  • Recommended Action:

    It is recommended that the City Council receive and file the Fiscal Year 2024 City of Beaumont, California Transit System.

Proposed amendments to update sections within the chapter to include primary residence requirement and other housekeeping updates.

  • Recommended Action:

    Waive the full second reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont, California, Amending Chapter 2.24 ‘Planning Commission and Community Development Department’, of the Beaumont Municipal Code”.

Authorize the Mayor to sign a consent form acknowledging and approving Vertical Bridge’s lease and site management arrangement related to Verizon's telecommunication facility located at 11250 Palmer Avenue.

  • Recommended Action:

    Authorize the Mayor to sign the consent form related to Vertical Bridge’s management of Verizon’s leased site at 11250 Palmer Avenue.

This report presents the final draft of the City of Beaumont Strategic Plan 2025 for review and adoption. The plan outlines the City’s core strategic priorities, goals, and action steps for FY 2025/2026.

  • Recommended Action:

    Approve and adopt the City of Beaumont 2025 Strategic Plan.

Local emergency due to the sewer mainline failure in Fairway Canyon.

  • Recommended Action:

    Direct staff to return at the next Council meeting with a follow-up report on emergency response efforts, expenditures, and timeline updates.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Hold a public hearing in accordance with Public Contract Code 22044(b).

  • Recommended Action:

    Hold a public hearing; and

    Acknowledge receipt of CUCCAC’s letter dated February 14, 2025.

Public hearing and consideration of a proposed temporary suspension and revision of Beaumont Municipal Code Section 17.11.050 – Offsite Improvements to provide relief to single-family residential property owners seeking to make improvements to their property.

  • Recommended Action:

    Hold a Public Hearing and;

    Waive the first full reading and approve by title only:

    “An Ordinance of the City Council of the City Of Beaumont, California, Suspending Enforcement of Beaumont Municipal Code Section 17.11.050 and Providing A Redline Version for Consideration as Part of the Zoning Code Update” And;

    Adopt the Resolution and approve by title only, “A Resolution of the City Council of the City of Beaumont Establishing A Temporary Suspension on the Enforcement of Off-Site Improvement Requirements In BMC 17.11.050.”

Resolution to repeal the Noble Creek Vistas Specific Plan.

  • Recommended Action:

    Open the public hearing, take testimony and continue the item to the June 3, 2025, City Council meeting.

Public hearing and consideration of proposed amendments to Beaumont Municipal Code Chapter 17.11 “General Development Standards”, more specifically Chapter 17.02.110 “Home Occupations”.

  • Recommended Action:

    Open the public hearing, take testimony, and continue the item to the May 6, 2025, City Council meeting.

Approval of all Ordinances and Resolutions to be read by title only.

The City Council and City Manager engage in labor negotiations on an annual basis as it relates to the anniversary of the appointment date at City Manager with the City, April 11, 2023.

  • Recommended Action:

    Authorize the Mayor to sign the Fourth Amendment to the City Manager Employment Contract.

Co-sponsorship and additional support for the 2025 Cherry Festival, including public safety, expanded shuttle service, parking support, and traffic control operations.

  • Recommended Action:

    Discuss the draft MOU and approve the Mayor signing on behalf of the City;

    OR

    Discuss the draft MOU and make any changes necessary.

This report provides an overview of the recent Executive Order (EO) signed by the Governor and the release of updated Fire Hazard Severity Zone (FHSZ) maps for Local Responsibility Areas (LRA) by the Office of the State Fire Marshal. The update significantly expands designated fire hazard zones and includes regulatory implications for the City of Beaumont.

  • Recommended Action:

    Receive and file. This item is informational only. A public hearing will be scheduled to adopt an ordinance in accordance with State law.

Discuss and provide direction to staff on proceeding with the acquisition of a readily available ladder truck identified by Riverside County Fire Department that meets all required specifications and may significantly reduce acquisition timelines.

  • Recommended Action:

    Staff recommends City Council direct the Riverside County Fire Department to proceed with the acquisition of the identified ladder truck to fulfill the City’s existing purchase request.

Landscape Maintenance Agreement between the State of California, acting through the Department of Transportation (Caltrans), and the City of Beaumont for the Potrero Interchange.

  • Recommended Action:

    Approve a Landscape Maintenance Agreement between the State of California, acting through the Department of Transportation (Caltrans), and the City of Beaumont for the Potrero Interchange and authorize the Mayor to execute the agreement on behalf of the City.

Capital Improvement Project P-23 (CIP) Update.

  • Recommended Action:

    Authorize staff to proceed with Option 3 to engage a consultant and bring a report back to Council on the findings of the consultant.

A Memorandum of Understanding (MOU) with the City of Banning to allow the City of Beaumont to purchase Compressed Natural Gas (CNG) fuel for its transit vehicles from Banning’s existing fueling facility.

  • Recommended Action:

    Authorize the City Manager to execute the MOU between the City of Beaumont and the City of Banning, allowing Beaumont to purchase Compressed Natural Gas (CNG) from the City of Banning’s fueling station.

In preparation for negotiations City Council has directed staff to conduct a comprehensive classification and compensation study.

  • Recommended Action:

    Authorize the Mayor to sign a Professional Services Agreement with Evergreen Solutions in the amount of $152,000 for a term of one year; and

    Authorize the City Manager to approve any contingency up to an amount of $30,400 (20%) for change orders, for a not to exceed amount of $182,400.
