City is retroactively pursuing environmental permits due to local emergency caused by the sewer mainline failure in Fairway Canyon. A resolution to re-ratify the declared state of local emergency is needed.

Consider a Professional Services Agreement with SKM Engineering, LLC to provide electrical design services for the Wastewater Treatment Plant (WWTP) Solar Panels Project (WW26-04).

  • Recommended Action:

    Approve a Professional Services Agreement with SKM Engineering, LLC for Electrical Design Services for the Wastewater Treatment Plant Solar Panels Project (WW26-04) in an amount not to exceed $44,740.

Receive and file a report on the status of the City’s budget and financial status as of September 30, 2025.

  • Recommended Action:

    Receive and file report submitted to FAC on October 27, 2025, and approve attached budget amendments.

Notice of Completion (NOC) for the Beaumont Avenue Sidewalk Replacement Project (Project) located on Beaumont Avenue.

  • Recommended Action:

    Authorize the Mayor to execute a Notice of Completion for CIP R-19 Beaumont Avenue Sidewalk Replacement Project.

The second reading of an ordinance amending portions of Title 15 of the Beaumont Municipal Code (BMC) to add the 2025 California Building Standards, Wildland Urban Interface and Fire Codes (California Code of Regulations – Title 24).

  • Recommended Action:

    Waive the full second reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont California Approving the adoption of the 2025 Edition of the California Building Standards Code, (California Code Regulations, Title 24), Parts 2, 2.5 Including Appendix CI 3, 4, 5, 6, 7, 8, 9, 10 and 11 with Amendments and Amending Portions of Title 15 ‘Buildings and Construction’ Amending Chapter 15.20, and Amending Chapter 15.20 and Adding Chapter 15.21 of the Beaumont Municipal Code”.

Second Reading of ordinance adding Chapter 10.35 – Use of Protective Helmets for Operators of Human-Powered and Electric-Assisted Devices, to the Beaumont Municipal Code.

  • Recommended Action:

    Waive the full second reading and adopt by title only, “An Ordinance of the City Council of the City of Beaumont, California Adding Chapter 10.35 – ‘Use of Protective Helmets for Operators of Human-Powered and Electric-Assisted Devices’ to the Beaumont Municipal Code”.

Consider approving the award of a Façade Improvement Program grant in the amount not to exceed $937.50 to The Casey Family Living Trust, whose property is located at 660 Beaumont Avenue, to assist with eligible façade improvements under the City’s Façade Improvement Program.

  • Recommended Action:

    Approve the award of a Façade Improvement Program grant in the amount not to exceed $937.50 to The Casey Family Living Trust for eligible façade improvements on property located at 660 Beaumont Avenue; and

    Authorize the City Manager (or designee) to execute all necessary documents to process this Façade Improvement Program reimbursement.

Consider approving the award of a Façade Improvement Program grant in the amount not to exceed $34,275 to Thomas L. Daniel, whose property is located at 742-790 Beaumont Avenue, to assist with eligible façade improvements under the City’s Façade Improvement Program.

  • Recommended Action:

    Approve the award of a Façade Improvement Program grant in the amount not to exceed $34,725 to Thomas L. Daniel for eligible façade improvements at 742-790 Beaumont Avenue; and

    Authorize the City Manager (or designee) to execute all necessary documents to process this Façade Improvement Program reimbursement.

The attached compensation plan has been updated to reflect Council requested changes.

  • Recommended Action:

    Authorize the attached Uniform Compensation Plan.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Adding Chapter 10.52 (Truck Prohibitions) to the Beaumont Municipal Code. The proposed ordinance would prohibit trucks over seven (7) tons gross vehicle weight rating (GVWR) from operating on specified City streets, with exceptions for local deliveries, public safety, and essential services.

  • Recommended Action:

    Hold a public hearing;

    Waive the first full reading and approval by title only; “An Ordinance of the City Council of the City of Beaumont, California Adding A New Chapter 10.52 to the Beaumont Municipal Code Containing Truck Restrictions To Designated Streets Within City Limits Consistent With California Vehicle Code Section 35701”; and

    Adopt a resolution by title only, “A Resolution Of The City Council of the City of Beaumont, California, Establishing A $500 Administrative Citation Fine for Unauthorized Commercial Truck Parking And Operation On Non-Designated Truck Routes”.

The proposed action authorizes the issuance of the Local Agency Revenue Bonds, Series 2025B by the Beaumont Public Improvement Authority (PIA) to finance public improvements for Improvement Area 1 and Improvement Area 2 within Community Facilities District No. 2023-1 (Fairway Canyon). The PIA will issue the 2025B Bonds and use the proceeds to acquire the Local Obligations from each Improvement Area, with debt service on those obligations securing repayment of the Bonds. The financing structure achieves economies of scale and reduces issuance costs while ensuring that all debt service is repaid solely from special taxes levied within the Improvement Areas. Approval of the related resolutions authorizes the execution of the bond documents necessary to complete the transaction.

  • Recommended Action:

    City Council hold a public hearing with respect to the issuance of the 2025B Bonds;

    Waive the full reading and adopt by title only “Resolution of the City Council of the City of Beaumon making certain findings with respect to and approving the issuance of Bonds by the Beaumont Public Improvement Authority”

    Waive the full reading and adopt by title only, “Resolution of the City Council of the City of Beaumont acting as legislative body of Community Facilities District No. 2023-1 (Fairway Canyon), authorizing the issuance of Special Tax Refunding Bonds and taking other actions in connection therewith” and recess the City Council meeting.

    Convene a meeting of the Board of Directors of the Beaumont Public Improvement Authority and waive the full reading and adopt by title only, “Resolution of the Board of Directors of the Beaumont Public Improvement Authority, Riverside County, California, Authorizing the Issuance of its Local Agency Revenue Bonds in an Aggregate Principal Amount Not To Exceed Ten Million Dollars ($10,000,000) And Approving Certain Documents And Taking Certain Other Actions In Connection Therewith” and adjourn the Board Meeting and reconvene the City Council meeting.

Approval of all Ordinances and Resolutions to be read by title only.

The proposed action initiates the process to form Community Facilities District No. 2025-1 (CFD No. 2025-1) at the request of Meritage Homes of California, Inc. to finance public improvements serving 366 residential lots located west of Tukwet Canyon Parkway and north of Oak Valley Parkway.

  • Recommended Action:

    Adopt by title only, “Resolution of the City Council of the City of Beaumont, California, Declaring its Intention to Establish City of Beaumont Community Facilities District No. 2025-1 (Fairway Canyon 4C), to Authorize the Levy of a Special Tax to Pay the Cost of Acquiring or Constructing Certain Public Facilities and to Pay Debt Service on Bonded Indebtedness"; and

    Adopt by title only, "Resolution of Intention of the City Council of the City of Beaumont, California, to Incur Bonded Indebtedness within Proposed City of Beaumont Community Facilities District No. 2025-1 (Fairway Canyon 4C).”

The proposed action initiates the formation of Community Facilities District No. 2025-M (Maintenance Services) to finance the ongoing maintenance of public improvements associated with new residential development by Meritage Homes of California, Inc. The District will levy an annual special tax on properties within its boundaries to fund the cost of maintenance services, with provisions allowing future developments to annex into the District. Adoption of the Resolution of Intention declares the City’s intent to form CFD No. 2025-M and schedules a public hearing for December 16, 2025, to consider final formation of the District and related proceedings.

  • Recommended Action:

    Adopt by title only, “Resolution of the City Council of the City of Beaumont, California, Declaring its Intention to Establish City of Beaumont Community Facilities District No. 2025-M (Maintenance Services), to Authorize the Levy of a Special Tax on Property Within the District to Pay the Costs of Providing Public Maintenance Services.”

The proposed action initiates the formation of Community Facilities District No. 2025-S (Public Safety Services) to fund ongoing police protection, fire protection and suppression, and paramedic services associated with new residential development by Meritage Homes of California, Inc.

  • Recommended Action:

    Adopt by title only, “Resolution of the City Council of the City of Beaumont, California, Declaring its Intention to Establish City of Beaumont Community Facilities District No. 2025-s (Public Services), to Authorize the Levy of a Special Tax on Property Within the District to Pay the Costs of Providing Public Services.”

Request to approve a Facility Use Agreement with Vohne Liche Kennels to waive fees for the use of City-owned facilities in exchange for waived K9 training costs. The buildings would include the Nutrition Center (Bldg F), Transit Building (Bldg D), and 500 Grace Avenue.

  • Recommended Action:

    Approve the Facility Use Agreement between the City and Vohne Liche Kennels to waive the City’s Facility Usage when using facilities to conduct police K9 training in exchange for free K9 training for the Beaumont Police Department; and

    Authorize the Mayor to execute the Facility Use Agreement.

Consideration of a Professional Services Agreement with Care Solace, Inc. to provide care coordination services from mental health providers and community social services for all residents utilizing funds received from the national Opioid Settlement Agreements.

  • Recommended Action:

    Approve the Professional Services Agreement with Care Solace, Inc. in the Not-to-Exceed amount of $135,000 for a three-year term to provide social and mental health care coordination services utilizing funds received through the National Opioid Settlement Agreements;

    Approve of the Business Associate Agreement establishing required safeguards for the protection and handling of Protected Health Information (PHI) in compliance with the Health Insurance Portability and Accountability Act (HIPAA), the California Medical Information Act (CMIA), and other applicable data privacy and security laws; and

    Authorize the City Manager to take appropriate actions to carry out the purpose and intent of this Agreement.

Presentation of an executed non-binding Exclusive Right to Negotiate Agreement (ERN) between the City of Beaumont and Landmark Coffee Roasters & Slice Society Pizza + Wine Bar for the proposed rehabilitation and lease of the City-owned property located at 105 West 6th Street, in support of downtown revitalization, small business expansion, and the City’s placemaking goals.

  • Recommended Action:

    Authorize the City Manager to execute the Exclusive Right to Negotiate Agreement between the City of Beaumont and Landmark Coffee Roasters & Slice Society Pizza + Wine Bar for 105 West 6th Street and provide any additional direction as necessary.

This discussion item is to explore the opportunity to revise Chapter 17.07.030 Basic Policies regarding billboards to allow for the potential to generate revenue from the development of billboards and to develop billboards at new locations to incentivize development within the city.

  • Recommended Action:

    Discuss the three options presented, provide direction to staff on the preferred approach, and consider revising the existing 1-to-1 billboard conversion ratio to a 4-to-1 model to support corridor beautification and balanced economic opportunity.

Update to City Council on the status of three major projects and their funding status. This item is in anticipation of a future capital improvement project amendment.

  • Recommended Action:

    Discussion and direction on funding sources to offset the three major projects’ funding deficits.
