Consideration of a Funding Agreement for installation of a grease interceptor at the property located at 390 W Oak Valley Parkway.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Hold two public hearings for the proposed adoption of the 2024 Development Impact Fee Nexus Study Update and potential adoption of the updated Development Impact Fee Schedule.

  • Recommended Action:

    Hold a Public Hearing;

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Adopting the City of Beaumont Development Impact Fee Study Update Dated April 19, 2024”;

    Hold a second Public Hearing;

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Adopting the City of Beaumont 2024 Development Impact Fee Schedule Based on the Findings Set Forth in the City of Beaumont Development Impact Fee Study Update Dated April 19, 2024”.

Approval of Resolution to amend the five-year FY 2024-2028 Capital Improvement Plan (CIP).

  • Recommended Action:

    Hold a Public Hearing, and

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Amending the Five-Year Capital Improvement Plan for Fiscal Years 2024-2028”.

Strategic Plan Level 3, Target 1, Goal 3 – Develop Funding Sources for Community Events

  • Recommended Action:

    Staff recommends City Council approve the draft reimbursable agreement and authorize the City Manager to execute the agreement on behalf of the City.

Review and provide feedback on the City’s Revenue Strategy which is a Priority Level #2 Goal Target #4 Finances/Resources Goal #3 Develop a strategy for revenue development.

  • Recommended Action:

    Review revenue strategy and provide direction.

A Memorandum of Understanding (MOU) for access and use of swimming pool facilities.

  • Recommended Action:

    Authorize the Mayor to sign a Memorandum of Understanding between the City of Beaumont and the Beaumont Unified School District for the Use of the Facility at Beaumont High School.

Authorize City staff to award a public works agreement to KGG Concrete, Inc. for the construction of CIP F-03 City Hall ADA Ramps Project (Project).

  • Recommended Action:

    Waive all minor bid irregularities and award a public works agreement to KGG Concrete, Inc. for construction of the City Hall ADA Ramps Project (CIP F-03) in an amount not to exceed $390,000; and authorize the City Manager to sign change orders up to an additional $10,000 for a total construction amount of $400,000.

Award a Professional Services Agreement (PSA) to Jennings Environmental, LLC for Environmental Consulting Services for the Oak Valley Parkway Expansion, Phase II project.

  • Recommended Action:

    Award ​a Professional Services Agreement (PSA) to Jennings Environmental, LLC for Environmental Consulting Services for the Oak Valley Parkway Expansion, Phase II project​ for an amount not to exceed $124,802.

Authorize a public works agreement to CT&T Concrete Paving, Inc. for construction of CIP R-24 City Sidewalk Improvement Project (Project)

  • Recommended Action:

    Award a public works agreement to CT&T Concrete Paving, Inc. for construction of the City Sidewalk Improvement Project (CIP R-24) in an amount not to exceed $428,355; and authorize the City Manager to sign change orders up to an additional $110,381 for a total construction amount of $538,736.

First Amendment to Professional Services Agreement with Albert A. Webb Associates.

  • Recommended Action:

    Approve the First Amendment with Albert A. Webb Associates to Provide Engineering Services for the Wastewater Treatment Plant Improvements Project to add services and compensation in the amount of $45,359 and authorize the City Manager to approve any contingencies up to 5% of the total sum of the original contract amount.

To award a three-year contract for tree trimming services with two optional one-year extensions.

  • Recommended Action:

    Authorize the Mayor to execute the Maintenance Services Agreement with West Coast Arborist for Annual City-wide Tree Trimming in an amount not to exceed $1,720,000.00.

The proposed summer concert series will take place in conjunction with Beaumont Summer Nights in June and July of 2024.

  • Recommended Action:

    Authorize the Mayor to execute a Professional Services Agreement with Stache Inc. dba The M&M Group for the Summer Concert Series, and

    Authorize Staff to Issue a Purchase Order in the amount of $175,000.

Complete the radio transition from Eastern Riverside Interoperability Communications Authority (ERICA).

  • Recommended Action:

    Authorize staff to purchase 130 radios from Airwave in an amount not to exceed $295,000.
