    Approve invoices in the amount of $63,840.52

Program is administered by the Department of Housing and Community Development (HCD), to access incentives available to jurisdictions with compliant Housing Elements.

  • Recommended Action:

    Adopt a resolution to authorize application to and participation in the Prohousing Designation Program, and

    Authorize the Interim City Manager to execute and deliver the Application and the Program Documents on behalf of the Applicant for participation in the Program.

City is performing repairs and retroactively pursuing environmental permits due to local emergency caused by the sewer mainline failure in Fairway Canyon. A resolution to re-ratify the declared state of local emergency is needed.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Extending the Declaration of a Local Emergency and Authorizing the City Manager to Take Necessary Action”.

Authorize a task order for STC Traffic, Inc. for traffic signal design services for a new traffic signal at Pennsylvania Avenue and Second Street – Capital Improvement Project (CIP) R26-04.

  • Recommended Action:

    Authorize staff to issue a Purchase Order to STC Traffic, Inc. in the amount of $101,925 for Traffic Signal Design Services under the existing On-Call Agreement.

Notice of Completion (NOC) for the shop building maintenance project (CIP T-04) for the installation of a shade structure at the City’s vehicle maintenance facility.

  • Recommended Action:

    Authorize the Mayor to execute the Notice of Completion for CIP T-04 Shop Building Maintenance Project.

Storm Water Management WQMP/BMP Facilities Covenant and Agreement for Plot Plan PP2023-0618, AA Fence Warehouse.

  • Recommended Action:

    Authorize the City Manager to Approve the Storm Water Management WQMP/BMP Facilities Covenant and Agreement for Plot Plan PP2023-0618, AA Fence Warehouse.

A Resolution of the City of Beaumont authorizing the Mayor to accept the offer of dedication for an easement along Oak Valley Parkway for public road and Public utility purposes.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of The City of Beaumont Authorizing the Mayor to Accept the Offer of Dedication for an Easement Along Oak Valley Parkway for Public Road and Public Utility Purposes”;

    Approve the Certificate of Acceptance; and

    Record the Offer of Dedication documents with the Riverside County Clerk Recorder’s Office.

Maintenance Bond Exoneration for Infrastructure Sewer Improvements associated with Tract Map No. 31462.

  • Recommended Action:

    Accept the public improvements, authorize the Mayor to sign the Certificate of Acceptance, and authorize staff to issue a bond exoneration letter for maintenance bonds for (Project / Bond Number / Improvement):

    • Tract Map No. 31462 / 1001191184 / Infrastructure Sewer Improvements

Performance Bond Exoneration for Street Improvements associated with Tract Map No. 27971-11 and for Street, Storm Drain, Sewer Improvements and Monumentation associated with Tract Map No. 37696.

  • Recommended Action:

    Authorize City staff to issue a Bond Exoneration Letter for Performance and Payment Bonds for the following (Project / Performance Bond Number / Improvement / Maintenance Bond Number):

  • Recommended Action:

Request to approve the second amendment to the Professional Services Agreement with NV5, Inc.

  • Recommended Action:

    Authorize the Mayor to execute the Second Amendment to the Professional Services Agreement with NV5, Inc., for an annual amount not-to-exceed $400,000.

Discussion of proposed revisions to the City’s Travel Expenses and Reimbursement Policy.

  • Recommended Action:

    Adopt the proposed Policy revisions as presented; or

    Adopt the proposed Policy revisions with additional modifications; or

    Direct staff to make additional changes and bring back Policy to a future meeting for consideration.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

A public hearing to consider approval of a tentative tract map to subdivide 12.58 gross acres into 49 single-family residential lots in the Residential, Single-Family Zone on Accessor Parcel Numbers: 408-080-004 and -005 located at south Norman Road east of Orchard Heights Avenue.

  • Recommended Action:

    Hold a public hearing;

    Adopt the Findings for approval of Tentative Tract Map No. 38926;

    Approve Tentative Tract Map No. 38926 (TM2024-0002), subject to the conditions of approval; and

    Direct staff to prepare a Notice of Exemption for the Applicant to file with the Riverside County Clerk Recorder.

Award a Public Works Agreement to MB General Engineering Inc. for Repairs and Protection of City Sewer Mainline within Ephemeral Drainage Ditch.

  • Recommended Action:

    Approve the agreement with MB General Engineering Inc. for the

    in an amount not to exceed $323,815;

    Approve the contingency of $32,382 for a total not to exceed $356,197 and

    authorize the City Manager to sign off on any preceding amendments or purchase

    change orders within the authorized contingency amount; and

    Authorize the issuance of a purchase order to MB General Engineering in the amount of $356,197 for the purchase of construction services.

Amend the professional services agreements for EXP Inc. (C23-04), STC Traffic Inc. (C23-05), and Fehr & Peers (C23-08).

  • Recommended Action:

    Authorize the Mayor to execute the First Amendments to the Professional Services Agreements with EXP Inc. (C23-04), STC Traffic Inc. (C23-05), and Fehr & Peers (C23-08).

A Professional Services Agreement with Cozad & Fox for the Desert Lawn Slope Restoration – Capital Improvement Project (CIP) R-26-10.

  • Recommended Action:

    Approve the agreement with Cozad & Fox, Inc. for professional engineering design services, for the period of February 2, 2026, through February 2, 2029, in an amount not to exceed $65,984; and,

    Authorize the issuance of a purchase order to Cozad & Fox, Inc. in the amount of $65,984, for the purchase of professional engineering design services.

A Second Amendment to the Cooperative Agreement for the I-10/Highland Springs Avenue Interchange Project.

  • Recommended Action:

    Authorize the Mayor to execute the Second Amendment to the Cooperative Agreement with the Riverside County Transportation Commission and the City of Banning for the Management of the I-10/Highland Springs Avenue Interchange Project.
