Award a Maintenance Agreement to Crosstown Electrical and Data, Inc. for Annual Citywide Traffic Signal Maintenance.

  • Recommended Action:

    Award a Maintenance Agreement to Crosstown Electrical and Data, Inc. for annual citywide traffic signal maintenance in an amount not to exceed $96,000 per year for three years; for a total not to exceed maintenance amount of $288,000; and,

    Authorize the Mayor to sign.

  • Recommended Action:

    Approve invoice 93336 in the amount of $10,985.00, invoice 93420 in the amount of $30,949.00 and April 2025 invoices in the amount of $96,827.17.

A Memorandum of Understanding for access and use of the Beaumont Unified School District’s pool facilities.

  • Recommended Action:

    Authorize the City Manager to sign a Memorandum of Understanding between the City of Beaumont and the Beaumont Unified School District to continue the Public Recreational Aquatics Program.

Approval of a resolution required to complete the project allocation request under the FY 2024/2025 Low Carbon Transit Operations Program (LCTOP) cycle using deferred funds from FY 2022/2023.

  • Recommended Action:

    Waive the full reading and adopt by title only: “A Resolution of the City Council of the City of Beaumont for Authorization of the Execution of the Certifications of Assurances and Authorized Agent Forms for the Low Carbon Transit Operations Program for a Free Transit Rides Promotion.”

Local emergency due to the sewer mainline failure in Fairway Canyon.

  • Recommended Action:

    Direct staff to return at the next Council meeting with a follow-up report on emergency response efforts, expenditures, and timeline updates.

Establish Policies for Internal Service Fund and update the 2025 Financial Policies.

  • Recommended Action:

    Approve the 2025 City Financial Polices and Internal Service Fund Policy as presented.

Maintenance bond exoneration for sewer improvements associated with Tract Map No. 37426.

  • Recommended Action:

    Accept the public improvements, authorize the Mayor to sign the Certificate of Acceptance, and authorize staff to issue a bond exoneration letter for maintenance bonds for (Project / Bond Number / Improvement):

    • Tract Map No. 37426 / 0216989-M / Sewer

Second reading for the consideration of a proposed temporary suspension and revision of Beaumont Municipal Code Section 17.11.050 – Offsite Improvements to provide relief to single-family residential property owners seeking to make improvements to their property.

  • Recommended Action:

    Waive the second full reading and adopt by title only:

    “An Ordinance of the City Council of the City of Beaumont, California, Suspending Enforcement of Beaumont Municipal Code Section 17.11.050 and Providing A Redline Version for Consideration as Part of the Zoning Code Update.”

Authorize the Mayor to sign a consent form acknowledging and approving Vertical Bridge’s lease and site management arrangement related to Verizon's telecommunication facility located at 1310 Oak Valley Parkway.

  • Recommended Action:

    Authorize the Mayor to sign the consent form related to Vertical Bridge’s management of Verizon’s leased site at 1310 Oak Valley Parkway.

Receive a report on the financial status of the FY2025 budget as of March 31, 2025.

  • Recommended Action:

    Receive and file report and approved attached budget adjustments.

Ratify Cover Agreement between the Riverside County Transportation Commission (RCTC) and the City of Beaumont in association with CIP 2016-003 Potrero Interchange.

  • Recommended Action:

    Ratify the Cover Agreement between the Riverside County Transportation Commission and the City of Beaumont in association with CIP 2016-003 Potrero Interchange Project.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

An appeal of Planning Commission action, which approved Plot Plan PP2023-0591 for the development of a 15-unit, two-story apartment building (“Aegis Apartments”) located at 1360 E. Sixth Street (APN: 419-232-039) due to the inclusion of Condition No. 86, which requires the undergrounding of existing utilities.

  • Recommended Action:

    Hold a public hearing; and

    Uphold the Planning Commission’s decision and maintain the condition of approval.

Approval of Resolution to amend the five-year FY 2025-2029 Capital Improvement Plan (CIP).

  • Recommended Action:

    Hold a Public Hearing, and

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Amending the Five-Year Capital Improvement Plan for FY 2025-2029”.

Conduct a public hearing and consider adoption of the Fiscal Year 2025/26 – 2027/28 Short Range Transit Plan.

  • Recommended Action:

    Hold a public hearing, and;

    Approve the plan for submission to the Riverside County Transportation Commission with any recommended changes.

This item is being presented in response to Assembly Billy 2561 (AB 2561), signed into law by Governor Newsom on September 22, 2024, in response to new transparency requirements related to staffing vacancies. AB 2561 mandates that public agencies hold at least one public hearing each fiscal year before the adoption of their budgets to report on vacancy levels, evaluate hiring and retention efforts, and allow for participation by recognized bargaining groups. This report includes workforce data for the 2024 calendar year, along with the most current staffing status as of May 1, 2025.

  • Recommended Action:

    Hold a public hearing; and

    Receive and file this report in compliance with AB 2561.

An amendment to add a position of Alternate Member to the Financial and Audit Committee.

  • Recommended Action:

    Hold a Public Hearing; and

    Waive the full first reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont Amending Beaumont Municipal Code Chapter 2.35 Financial and Audit Committee”.

Consideration of proposed amendments to Beaumont Municipal Code Chapter 17.11 “General Development Standards”, more specifically Chapter 17.11.110 “Home Occupations”.

  • Recommended Action:

    Hold a Public Hearing; and,

    Waive the first full reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont, California, amending Chapter 17.11 ‘General Development Standards’, Section 17.11.110 ‘Home Occupations’, of the Beaumont Municipal Code”, and direct staff to prepare a Notice of Exemption to record with the Riverside County Recorder.

Approval of all Ordinances and Resolutions to be read by title only.

Staff is requesting Council review and authorize the City Manager to sign the employment agreement with Steven Jones appointing him to the position of Community Development Director.

  • Recommended Action:

    Approve the employment agreement with Steven Jones for the Community Development Director and authorize the City Manager to sign the agreement

Presentation of an executed non-binding Exclusive Right to Negotiate Agreement (ERN) between the City of Beaumont and Hops and Spokes Brewing Company for the proposed rehabilitation and lease of the City-owned property located at 105 West 6th Street, in support of downtown revitalization, small business expansion, and the City’s placemaking goals.

  • Recommended Action:

    Authorize the City Manager to execute the Exclusive Right to Negotiate Agreement between the City of Beaumont and Hops and Spokes Brewing Company for 105 West 6th Street and provide any additional direction as necessary.

The Smeal Type I Fire Engine purchased by the City of Beaumont is required to be outfitted to meet the standards set by Riverside Fire.

  • Recommended Action:

    Authorize the City Manager to issue a purchase order to the County of Riverside in an amount not to exceed $211,912.18 for the outfitting of a Smeal Type 1 Pumper Fire Engine allocated to Capital Improvement Project No. F25-02.

Consideration of proposed event structure and entertainment options for the 2025 Freedom Festival, including a potential date adjustment to accommodate a fireworks display in addition to the already scheduled drone show.

  • Recommended Action:

    Staff recommends City Council direct staff to host a two-night celebration (Option 2) as follows:

    Thursday, July 3:
    Fireworks display only
    Friday, July 4:
    Drone show combined with Beaumont Nights (as originally scheduled).

Strategic Plan Goal 5.2

  • Recommended Action:

    Staff recommends City Council authorize staff to proceed forward with Option 2 - Proceed at Risk of Grant Forfeiture.

Award a Public Works Agreement (PWA) to Eleazar General Engineering, Inc. for the construction of CIP R-19 Beaumont Avenue Sidewalk Repair Improvements.

  • Recommended Action:

    Award a Public Works Agreement to Eleazar General Engineering, Inc. for the construction of the Beaumont Avenue Sidewalk Improvements in an amount not to exceed $191,168;

    Authorize the Mayor to sign; and,

    Authorize the City Manager to sign change orders up to an additional $30,000 for a total construction amount of $221,168.

Discussion of solar energy generation for operational cost savings.

  • Recommended Action:

    Direct staff to pursue a solar project as a city-owned asset and to procure using bond refinancing dollars, if available, or through traditional financing.

Agreement for utility billing printing and mailing services of the sewer utility bills.

  • Recommended Action:

    Authorize the City Manager to execute a General Services Agreement with Infosend to provide printing and mailing services for utility billing for an initial term of three (3) years, with the option to extend a maximum of two (2) one-year extensions subject to City Council approval; and

    Direct staff to issue a Purchase Order for a not-to-exceed amount of $40,000 with a 3% escalator annually.

This report provides a summary of key legislative bills that may impact the City of Beaumont. These bills cover a range of topics, including public safety, law enforcement policies, planning and zoning, as well as local governance.

  • Recommended Action:

    Receive and file. The bills included in this update fall within the adopted 2025 Legislative Platform.
