Notice of Holding a General Municipal Election.

  • Recommended Action:

    Waive the full reading and approve by title only, “A Resolution of the City Council of the City of Beaumont California, Calling and Giving Notice of the Holding of a General Municipal Election to be Held in the City on November 5, 2024, for the Election of Certain Officers of the City as Required by the Provisions of the Laws of the State of California Relating to General Law Cities and Requesting the Registrar of Voters of the County of Riverside to Conduct Said Election.”

Lease additional Brine Line capacity to maximize salt-mitigation efforts.

  • Recommended Action:

    Authorize the City Manager to sign a lease agreement with SAWPA for additional brine line capacity rights of 0.030 MGD for four (4) years at $2,400 a month.

The approved Purchase Order for Polydyne Inc., the supplier of chemical polymer used in centrifugal sludge dewatering, is exhausted and an increase is needed to continue chemical delivery.

  • Recommended Action:

    Approve a Purchase Order Increase of $62,700 to Polydyne Inc.

Authorize additional contingency in the existing project funding to complete the Citywide Traffic Signal Upgrades at First Street and Beaumont Avenue in the amount of $15,000.

This item was approved at the May 21, 2024, City Council meeting. It is a request to annex 541.2 acres of unincorporated Riverside County properties within the Sphere of Influence of the City of Beaumont into the City accompanied by a Plan of Services; a pre-zone to establish a specific plan zone; amend the General Plan land use designation from Rural Residential (1 acre lots) to Industrial (I), General Commercial (GC), and Open Space (OS); a Specific Plan to allow up to 4,995,000 square feet of industrial uses within five (5) buildings plus a 35,000 square foot self-storage building, up to 246,000 square feet of general commercial uses, a 125 room hotel (approximately 90,000 square feet), for a total of approximately 5,331,000 square feet, 124.7 acres of open space and 152.4 acres of open space conservation; a development agreement between the City of Beaumont and Beaumont Pointe Partners, LLC; and a Vesting Tentative Parcel Map to subdivide the property as follows: 622.50 gross acres into 13 numbered lots with a range of 1.66 to 70.43 acres, 10 lettered lots with a range of 0.03 to 54.50 acres and one (1) 81.30 acre remainder parcel; a comprehensive sign program and the consideration of the Final Environmental Impact Report (FEIR) including the Draft Environmental Impact Report (DEIR) and Statement of Overriding Considerations for 539.9 acres located on the south side of the 60 Freeway, west of Jack Rabbit Trail and north of the proposed extension of Fourth Street (APNs: 422-060-002, -005, -009, -010, -016 thru -018, -021, -022, 422-170-005, -007 thru -011).

  • Recommended Action:

    Waive the full reading and adopt by title only, A Resolution of the City Council of the City of Beaumont, California, Certifying the Final Environmental Impact Report for the Beaumont Pointe Project, Including the Beaumont Pointe Specific Plan and General Plan Amendment; Pre-Zoning and Annexation; Adopting Environmental Findings Pursuant to the California Environmental Quality Act; and Adopting a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program”

  • Recommended Action:

    Award ​a Professional Services Agreement to The Chambers Group for Environmental Consulting Services for the Cherry Channel Drainage Project​ in an amount not to exceed $164,566.

Award a Professional Services Agreement (PSA) to Dokken Engineering for Professional Engineering Services to complete the Project Approval/ Environmental Document (PA/ED) phase of the I-10 and Oak Valley Parkway Interchange Project.

  • Recommended Action:

    Award ​a Professional Services Agreement (PSA) to Dokken Engineering to provide Professional Engineering Services to complete the PA/ED phase of the I-10 and Oak Valley Parkway Interchange Project in the amount of $1,989,526 and authorize the City Manager to approve up to a ten percent (10%) contingency of $199,000 for unforeseeable new Caltrans requirements during the PA/ED phase for a total amount not to exceed $2,188,526.
