Accept right-of-way for Potrero Boulevard, north of State Route 60, as part of the Potrero/ SR60 Phase II.

  • Recommended Action:

To approve an increase to Purchase Order #23/241577 for County of Riverside – PSEC to match the budgeted amount of $242,000.

    Approve the increase to purchase order #23/241577 in the amount of $43,475 for a total of $242,000.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Continued public hearings for the proposed adoption of the 2024 Development Impact Fee Schedule.

  • Recommended Action:

    Staff recommends adopting at the maximum justified fees.

    Hold a Public Hearing;

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Adopting the City of Beaumont Development Impact Fee Study Update Dated May 31, 2024”;

    Hold a second Public Hearing;

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Adopting the City of Beaumont 2024 Development Impact Fee Schedule Based on the Findings Set Forth in the City of Beaumont Development Impact Fee Study Update Dated May 31, 2024”.

A City initiated request to amend the Heartland (Olivewood) Specific Plan to bring it into conformance with the underlying General Plan land use designation.

  • Recommended Action:

    Hold a public hearing; and

    Waive the full first reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont, California, Amending the Heartland (Olivewood) Specific Plan”

A City initiated request to amend the Oak Valley SCPGA Specific Plan to be in conformance with the General Plan land use designation.

  • Recommended Action:

Approval of Resolution to amend the five-year FY 2024-2028 Capital Improvement Plan (CIP).

  • Recommended Action:

    Hold a Public Hearing, and

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Amending the Five-Year Capital Improvement Plan for FY 2024-2028”; and,

    Approve budget adjustments as outlined in Attachment D.

The approval of this item will allow the Riverside County Auditor-Controller to levy and collect special taxes for the City’s Community Facilities Districts for the 2024-2025 fiscal year.

  • Recommended Action:

Agreements with the County of Riverside, through its Cooperative Fire Programs Fire Protection Reimbursement Agreement (CAL FIRE Agreement)

  • Recommended Action:

    Approve the Cooperative Agreement for Fire Protection, Fire Prevention, Rescue, Fire Marshal and Medical Emergency Services with the County of Riverside and Cooperative Agreement between the City of Banning and County of Riverside to Share the Cost of Fire Engine Company 20 and authorize the Mayor to execute on behalf of the City.

Award a Public Works Agreement to Act 1 Construction, Inc. for construction services for Stewart Park Improvements Phase 1 - Capital Improvement Project (CIP) No. P-10.

  • Recommended Action:

    Authorize the Mayor to execute a Public Works Agreement with Act 1 Construction, Inc. for the Construction of the Stewart Park Improvement Project Phase 1, and

    Authorize Staff to Issue a Purchase Order in an Amount not to Exceed $11,464,148, and

    Authorize the City Manager to approve any contingencies in an amount not to exceed $1,146,414.

Amend the agreement for landscape and architecture services to include construction administration for the construction of Stewart Park Phase 1 Improvements.

  • Recommended Action:

    Approve a First Amendment to the Professional Services Agreement with PlaceWorks to Provide Additional Construction Administration Services for Phase 1 of the Stewart Park Improvement Project in the amount of $154,235, and authorize the City Manager to approve any contingencies up to 10% of the amended amount, not-to-exceed $15,424.

Award a three-year contract to Clinical Laboratory Services of San Bernardino to provide laboratory testing services for the City’s Wastewater Treatment Plant (WWTP) as required to meet federal and state permit requirements.

  • Recommended Action:

    Award a Professional Services Agreement with Clinical Laboratory Services of San Bernardino, Inc., for a term of three years at the cost per test rates in the attached proposal.

The purpose of this staff report is to seek approval from the City of Beaumont City Council for the policy governing the use of the Everbridge Communications Platform. This policy outlines the procedures and guidelines for using the platform to ensure effective, efficient, and secure communication with residents.

  • Recommended Action:

    Approve and adopt the Everbridge Communications Software Policy.

  • Recommended Action:

    Approve invoices in the amount of  $132,031.65
