City is retroactively pursuing environmental permits due to local emergency caused by the sewer mainline failure in Fairway Canyon. A resolution to re-ratify the declared state of local emergency is needed.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Extending the Declaration of a Local Emergency and Authorizing the City Manager to Take Necessary Action.”

Staff seeks City Council approval of the 2025-2026 CDBG Program Supplemental Agreement, funding the Pedestrian Sidewalk Safety Improvement Project Phase III and activities by local nonprofit organizations.

  • Recommended Action:

    Approve the Supplemental Agreement for the 2025-2026 CDBG Program; and Authorize the City Manager to execute the Agreement and return required documentation to the County of Riverside.

Encroachment Agreement (Agreement) between Oak Valley Community Association (the “HOA”) and the City of Beaumont for the Installation of Monuments within Public Right-of-way.

  • Recommended Action:

    Approve the Encroachment Agreement between Oak Valley Community Association and the City of Beaumont for Installation of Monuments within Public Right-of-way.

Storm Water Management WQMP/BMP Facilities Covenant and Agreement for Plot Plan PP2024-0059, Oak Valley Village (Beaumont Regency AVG, LLC) located at Oak Valley Parkway and I-10 Freeway.

  • Recommended Action:

    Authorize the City Manager to Approve the Storm Water Management WQMP/BMP Facilities Covenant and Agreement for Plot Plan PP2024-0059, Oak Valley Village.

Report on Accounts Receivable Balances Dated June 30, 2025, and Aged through October 8, 2025.

  • Recommended Action:

    Approve the write-off of $4,875.29 and receive and file report.

Consideration of a Resolution for a fee waiver request for HCN Bank’s Annual Trunk or Treat Event for Special Event application and Temporary Sign Permit PLAN2025-0279.

  • Recommended Action:

    Staff recommend that the City Council approve HNC Bank’s Fee Waiver Request for the Minor Special Event Permit application deposit and temporary sign permit fee associated with the 2025 Annual HNC Bank Trunk or Treat event.

Consider a resolution required by the Riverside County Local Agency Formation Commission (LAFCO) to apply for a City-led annexation of a 78.48-acre area to expand Beaumont’s jurisdictional boundaries.

  • Recommended Action:

    Waive the full reading and adopt by title only “A Resolution of the City Council of the City of Beaumont, California, Initiating Proceedings to Annex 78.48 Acres of Unincorporated Riverside County to the City of Beaumont and Directing Preparation of a Plan of Services And Environmental Review”; and

    Authorize staff to prepare Requests for Proposals to retain consultants for the required Plan of Services, fiscal impact analysis, and CEQA review; and

    Direct staff to submit the annexation proposal to Riverside LAFCO upon completion of the required studies.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Adoption of the 2025 California Building Standards, Wildland-Urban Interface, and California Fire Codes (California Code of Regulations - Title 24).

  • Recommended Action:

    Hold the continued public hearing; and

    Waive the full reading and approve the first reading by title only, "An Ordinance of The City Council of The City of Beaumont, California, Approving the Adoption of the 2025 Edition of the California Building Standards Code, (California Code of Regulations Title 24), Parts 2 through 11 with amendments and amending portions of Title 15 “Buildings and Construction” of the Beaumont Municipal Code."

Consideration of ordinance requiring the use of protective helmets for operators and passengers of all human-powered vehicles and electric-assisted devices including, but not limited to, electric bicycles (“e-bikes”), electric scooters, traditional bicycles, unicycles, segways, nonmotorized scooters, skateboards, in-line skates, and roller skates.

  • Recommended Action:

    Hold a public hearing;

    Waive the first full reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont, California, Adding Chapter 10.35 – Use of Protective Helmets for Operators of Human-Powered and Electric-Assisted Devices, to the Beaumont Municipal Code”.

Approval of all Ordinances and Resolutions to be read by title only.

Consideration and approval of a Professional Services Agreement with HDL Coren & Cone (Hinderliter) for property tax consulting and audit services on a single source basis.

  • Recommended Action:

    Approve the Professional Services Agreement with HDL Coren & Cone for property tax consulting and audit services.

Consideration and approval of a Master Services Agreement with Hinderliter de Llamas and Associates (HdL) for sales tax analysis, forecasting, and audit recovery services, on a single source basis.

  • Recommended Action:

    Approve the Master Services Agreement with Hinderliter de Llamas and Associates (HdL) for sales tax analysis, forecasting, and audit recovery services, on a single source basis.

Consider a Resolution Updating the Fee Schedule for City-owned Electric Vehicle (EV) Charging Stations.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, California, Updating the Fee Schedule for City-owned Electric Vehicle Charging Stations to Establish an Idle Fee.”

Discuss a potential amendment to Beaumont Municipal Code (BMC) Chapter 8.50, Regulation of Abandoned Residential Property to include commercial, industrial, and other non-residential properties identified as vacant and/or abandoned in the City’s property registry.

  • Recommended Action:

    Direct staff to draft an ordinance amending BMC Chapter 8.50 and return with introduction and first reading and resolution for proposed fee schedule additions.

Revising the thresholds for major and minor special events and a revision of the adopted fee schedule for consistency and for BMC alignment with the City’s currently adopted fee schedule.

  • Recommended Action:

    Direct staff to bring back an ordinance amending Title 9 (Public Peace, Morals and Welfare) of the Beaumont Municipal Code (BMC) Section 9.03.020 “Definitions” to revise the thresholds for major and minor special events, and a resolution revising the adopted fee schedule for consistency.

Consideration of adopting a resolution exempting governmental entities from Special Event Permits (SEP) and associated fees and deposits for events that do not require public safety assistance.

  • Recommended Action:

    Staff recommends that the City Council adopt the proposed resolution.

Set the time, date and place for a special workshop to discuss proposed revisions to the Beaumont Municipal Code regarding billboards.

  • Recommended Action:

    Establish a workshop date and time.
