  • Recommended Action:

    Authorize the City Manager to approve the Storm Water Management WQMP/BMP Facilities Covenant and Agreement for Plot Plan PP2024-0032, Beaumont Library Expansion.

Maintenance bond exoneration for storm drain improvements associated with Tract Map No. 31462 PH 4A.

  • Recommended Action:

    Accept the public improvements, authorize the Mayor to sign the Certificate of Acceptance, and authorize staff to issue a bond exoneration letter for maintenance bonds for (Project / Receipt Number / Improvement):

    • Tract Map No. 31462 PH 4A / 1001191180 / Storm Drain Improvements

Presentation of lease agreement with Riverside County Office of Economic Development for space within the Pass Area Biz Hub, a regional business innovation center located at 514 California Avenue.

  • Recommended Action:

    Authorize the City Manager to execute the lease agreement with the Riverside County Office of Economic Development for the use of office space within the Pass Area Biz Hub and to take all necessary actions to facilitate operations.

An ordinance establishing the updated Fire Hazard Severity Zones (FHSZ) within the Local Responsibility Areas (LRA) of the City of Beaumont, as recommended by the California Department of Forestry and Fire Protection (CAL FIRE).

  • Recommended Action:

    Waive the second full reading and adopt by title only:

    “An Ordinance of the City Council of the City of Beaumont, California, Adopting the Fire Hazard Severity Zones as Recommended by the California Department of Forestry and Fire Protection Pursuant to Government Code Section 51178”

Request to approve a resolution authorizing the City of Beaumont’s participation in the 2024 Justice Assistance Grant (JAG) Program and execution of the Interlocal Agreement with the County of Riverside and participating cities.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, California, authorizing certain city officials of the City of Beaumont or designee to accept the Fiscal Year 2024 Justice Assistance Grant (JAG) award in the amount of eleven thousand one hundred forty-two dollars ($11,142), and to authorize all documents in the furtherance thereof.”

Approve a service contract with PetData Inc. for processing animal license applications and maintenance of data.

  • Recommended Action:

    Approve the service contract with PetData to provide animal license processing services.

City is retroactively pursuing environmental permits due to local emergency caused by the sewer mainline failure in Fairway Canyon.

  • Recommended Action:

    Direct staff to return at the next Council meeting with a follow-up report on environmental permits.

Agreement with Omni Pro Inc. for document imaging and quality control services to be extended for one year.

  • Recommended Action:

    Approve the Second Amendment to the Agreement with Omni Pro Inc. to extend the term to June 30, 2026.

Report out on Mayor Lara, Councilmember Martinez and City Staff attendance at the May 2025 ICSC Conference.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Public Hearing for Consideration and Approval of a Development Agreement (DA) between the City of Beaumont and Beaumont Regency AVG LLC for the development of a 279,941 square-foot (sf) commercial shopping center at Oak Valley Parkway and the I-10 Freeway (Project) on a 28.95 acre site (Site), Adoption of a Resolution Approving the Off-Site Traffic Improvements Reimbursement Agreement (RA), Adoption of a Resolution to approve Amendment No. 6 to the City Five-Year Capital Improvement Plan for Fiscal Years 2025-2029 (CIP), and Amend the Fiscal Year 2024-2025 Budget. The DA has been determined exempt under Article 12, Section 15183 (Projects Consistent with a Community Plan or Zoning) of the California Environmental Quality Act (CEQA).

  • Recommended Action:

    Conduct Public Hearing and then:

    Waive the first full reading and adopt by title only, “An Ordinance (Attachment E) of the City Council of the City of Beaumont Approving a Development Agreement (Attachment F) by and between the City of Beaumont and Beaumont Regency AVG LLC” and making findings that the Development Agreement is exempt from CEQA in accordance with Section 15183 of the CEQA Guidelines.

    Adopt Resolution of the City Council (Attachment G) approving the Off-Site Traffic Improvements Reimbursement Agreement to be effective only with the Development Agreement.

    Adopt by title only “A Resolution of the City Council (Attachment H) approving Amending the Five-Year Capital Improvement Plan for Fiscal Years 2025-2029” to include the Maximum Reimbursement Amount of $6 million from the Streets & Bridges Development Impact Fee Account.

Public Hearing for the request of approval of Tentative Tract Map 38879 for a proposed subdivision of 2.70 gross acres into 10 single-family residential lots ranging between 8,500 square feet and 9,365 square feet and a Variance request from BMC Code Section 16.12.080.C to allow Tentative Tract Map 38879 to exceed lot depths of 2.5 times the width.

  • Recommended Action:

    Hold a public hearing;

    Approve Tentative Tract Map No. 38879 (TM2023-0012) subject to the conditions of approval and approve V2025-0024 to allow for lot depths to exceed 2.5 times the width; and

    Direct staff to prepare a Notice of Exemption for the Applicant to file with the Riverside County Clerk Recorder.

Public Hearing to repeal the Noble Creek Vistas Specific Plan.

  • Recommended Action:

    Hold a Public Hearing; and

    Waive the full reading and adopt by title only “A Resolution of the City Council of the City of Beaumont Repealing the Noble Creek Vistas Specific Plan”; and

    Direct Staff to prepare a Notice of Exemption and file with the Riverside County Clerk Recorder and the State Clearinghouse.

Public Hearing to Consider a Resolution Amending the City’s Fee Schedule to Add a Vendor Registration Fee for Special Events Hosted by the City.

  • Recommended Action:

    Hold a Public Hearing, and

    Waive the full reading and Adopt by Title Only, “A Resolution of the City Council of the City of Beaumont, California, Amending the City’s Fee Schedule and Approving the Addition of a New Deposit Based Registration Fee for Vendor Participation in Special Events Hosted by the City”.

Approval of all Ordinances and Resolutions to be read by title only.

The approval of this item will allow the Riverside County Auditor-Controller to levy and collect special taxes for the City’s Community Facilities Districts for the 2025-2026 fiscal year.

  • Recommended Action:

    Waive the full reading and adopt by title only “A Resolution of the City Council of the City of Beaumont, California, Levying the Special Tax in Community Facilities Districts No. 93-1, 2016-1, 2016-2, 2016-3, 2016-4, 2018-1, 2019-1, 2021-1, and 2023-1 and Directing the County Auditor to Collect the Same on the Tax Rolls (93-1, 2016-1, 2016-2, 2016-3, 2016-4, 2018-1, 2019-1, 2021-1, and 2023-1).”

    Waive the full reading and adopt by title only “A Resolution of the City Council of the City of Beaumont, California, Levying the Special Tax in Community Facilities Districts No. 93-1 (IA 14 and 14B) and Directing the County Auditor to Collect the Same on the Tax Rolls (IA 14 and 14B).”

    Waive the full reading and adopt by title only “A Resolution of the City Council of the City of Beaumont, California, Levying the Special Tax in Community Facilities Districts No. 93-1 (IA 9) and Directing the County Auditor to Collect the Same on the Tax Rolls (IA 9).”

    Waive the full reading and adopt by title only “A Resolution of the City Council of the City of Beaumont, California, Levying the Special Tax in Community Facilities Districts No. 93-1 (IA 8E) and Directing the County Auditor to Collect the Same on the Tax Rolls (IA 8E).”

Strategic Plan Target 4.1. Phase one of the Adaptive Management and Mitigation Plan (AMMP) is complete, and direction is needed to pursue the study’s initial supported quantity of recycled water, or to pursue addition quantities, resulting in increased costs and timeline.

  • Recommended Action:

    Direct staff to pursue Scenario 1, reduction of discharge to 1.7 MGD

Receive and file the Revenue Outlook and Review of Options report prepared by GrassrootsLab, LLC, which outlines the City’s long-term revenue risks and identifies potential strategies to maintain fiscal sustainability.

  • Recommended Action:

    Receive and file the Revenue Outlook and Review of Options report prepared by GrassrootsLab, LLC, and direct staff to proceed with phase 2 outlined above.

Consideration of a Cooperative Agreement with the County of Riverside for cost sharing related to equipment and staffing for Fire Station #106 - Capital Improvement Project (CIP) PS-05.

  • Recommended Action:

    Approve the Cooperative Agreement between the City of Beaumont and the County of Riverside for Fire Station #106 Equipment and Staffing; and

    Authorize the City Manager to execute the agreement and any related documents.

Proposal to rescind the purchase order and instead incorporate the fire engine into the existing engine use agreement with the County of Riverside.

  • Recommended Action:

    Staff recommends City Council rescind Purchase Order No. 24/252033 and direct staff to notify the County of Riverside to include the new fire engine in the engine use agreement, ensuring its assignment to the City of Beaumont.

Discuss and Approve the 2025 Pavement Management Program (PMP) Update.

  • Recommended Action:

    Approve the 2025 Pavement Management Program Update and Scenario 1 of the PMP Update to align with the current Street Rehabilitation funding in the adopted FY26 - FY30 Capital Improvement Plan (CIP).

Request to approve the first amendment of the Professional Services Agreement to NV5 in an amount not to exceed $365,000 for Fiscal Year 2025.

  • Recommended Action:

    Authorize the Mayor to execute the First Amendment of the Professional Services Agreement to NV5, Inc., in an amount not to exceed $365,000 for FY25.

Discussion of a proposal to increase parking citation penalties to bring Beaumont’s fine schedule in line with surrounding cities, improve compliance, and strengthen deterrence for parking violations.
