  • Recommended Action:

    Waive the full second reading and adopt by title only, “An Ordinance of the City Council of the City of Beaumont, California Acting in its Capacity as the Legislative Body of City of Beaumont Community Facilities District No. 2025-1 (Fairway Canyon 4C) Authorizing the Levy of Special Taxes within City of Beaumont Community Facilities District No 2025-1 (Fairway Canyon 4C)”

Second reading of ordinance authorizing the levy of special tax of CFD 2025-M (Maintenance Services).

  • Recommended Action:

City is performing repairs and retroactively pursuing environmental permits due to local emergency caused by the sewer mainline failure in Fairway Canyon.

    Authorize the Mayor to execute the Notice of Completion for the CIP R-12 Second Street Extension project.

Notice of Completion (NOC) for the Beaumont Avenue Sidewalk Replacement Project (Project) located on Beaumont Avenue (Capital Improvement Project No. R-19).

    Authorize the Mayor to execute a Notice of Completion for CIP R-19 Beaumont Avenue Sidewalk Replacement Project.

Improvement Agreement and security for street improvements for Oak Valley Village, PP2024-0059, located at the southeast corner of Interstate 10 and Oak Valley Parkway.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Public hearing and first reading of an Ordinance Amending Ordinance No. 1178 to Establish Construction Cost Index Adjustments to the Western Riverside County TUMF Program.

  • Recommended Action:

    Hold a public hearing;

    Waive the first full reading, “An Ordinance of the City of Beaumont Amending Ordinance No. 1178 to Establish Construction Cost Index Adjustments to the Western Riverside County Transportation Uniform Mitigation Fee (TUMF) Program and Amending Chapter 3.39 of the Beaumont Municipal Code”; and,

    Adopt by title only, “A Resolution of the City Council of the City of Beaumont Amending the Applicable Transportation Uniform Mitigation Fee (TUMF) Program Applicable to all Developments in the City of Beaumont.”

Introduction and first reading of an ordinance amending Title 16 “Subdivisions” of the Beaumont Municipal Code to clarify Tentative Map processing and final approval authority.

  • Recommended Action:

    Hold a public hearing; and,

    Waive the first full reading and approve by title only, “An Ordinance of the City Council of the City of Beaumont, California, Amending Title 16 of the Beaumont Municipal Code (BMC) Entitled Subdivisions Including Amendments to Chapter 16.04, Section 16.04.020 to Clarify that the Planning Commission has the Authority to Approve Tentative Maps and the City Council has the Authority to Approve Final Maps; Amendments to Section 16.04.030 to Update the Name and Representatives that Make up the Beaumont Development Review Committee, Amendments to Chapter 16.08 to Update and Add Certain Definitions, Amendments to Chapter 16.24 Tentative Maps – Processing, and Amendments to Chapters 16.16, 16.32, 16.36, 16.40, 16.60, 16.61, 16.64, 16.66, and 16.68 to Make Non-Substantive Housekeeping Changes.”

A public hearing to consider Tentative Tract Map 38926 for the subdivision of approximately 12.58 gross acres into 49 single-family residential lots and four (4) lettered lots, including a retention basin, within the Residential, Single-Family (RSF) Zone on APNs 408-080-004 and 408-080-005.

  • Recommended Action:

    Hold a public hearing; and,

    OPTION 1–

    Approve Tentative Tract Map No. 38926 (TM2024-0002), subject to the conditions of approval and direct staff to prepare a CEQA Notice of Exemption for the applicant to file with the County of Riverside Assessor-County Clerk-Recorder; or,

    OPTION 2–

    Remand the project back to the Beaumont Planning Commission for redesign to incorporate local streets consistent with the Beaumont General Plan.

Presentation of City survey results pertaining to digital billboards, including their use for community messaging, modernization, and revenue generation.

  • Recommended Action:

    Receive and file.

Receive and file report identifying City-owned properties and existing leaseholds and/or license/use agreements in an effort to optimize potential revenue opportunities and public benefits and solicit Council direction related to said properties.

  • Recommended Action:

    Receive and file; or

    Provide further direction.

Request for direction of desired land uses, in addition to police station, on City-owned 30 acres of land generally located on the southwest corner of Beaumont Avenue and Cougar Lane, consistent with Goal 2.2 of the Strategic Plan and CIP PS-07 of the Capital Improvement Plan.

  • Recommended Action:

    Provide direction on preferred future uses for the remaining acreage surrounding the planned police station; and

    Authorize staff to proceed with the RFP process for the Development Study (CIP Project F26-01).

This item brought forth is to discuss proposed updates to the Strategic Plan as we approach our FY26/27 Adopted Budget.

  • Recommended Action:

    Direct staff on how to move forward with the short-term rentals within the City of Beaumont.

Staff is seeking City Council direction regarding a request to increase the City’s donation to the 2026 IOA Championship from the budgeted amount of $10,000 to $40,000.

  • Recommended Action:

    Staff recommends that the City Council provide direction to:

    Approve increasing the City’s donation to $40,000 for the 2026 IOA Championship and authorize staff to identify the additional $30,000 from unprogrammed funds or Administration salary savings or;

    Maintain the previously budgeted $10,000 donation for the 2026 IOA Championship.

Approve the Third Amendment to the Agreement for Professional Services with Dopudja & Wells Consulting, extending the term of the agreement through December 7, 2028, and increasing the total not-to-exceed compensation amount by $75,000 to a grand total of $225,000.

  • Recommended Action:

    Approve the Third Amendment to the Agreement for Professional Services with Dopudja & Wells Consulting to extend the term of the agreement through December 31, 2028 and increase the total not-to-exceed compensation amount by $75,000, for a revised total contract amount of $225,000; and

    Authorize the City Manager to execute the Third Amendment and any minor, non-substantive changes consistent with Council direction.
