Alonso Guillen has achieved an athletic achievement of being selected to train with the Real Madrid Soccer Club in Madrid, Spain. Out of a nationwide group of 300 soccer players, Alonso was one of 22 players chosen by Real Madrid.

Jennifer joined the City of Beaumont in 2017 as a Senior Accountant. In 2021, she briefly served as Interim Finance Director before being selected for the permanent position in which she currently holds. Jennifer has been a valuable contributor to the City of Beaumont’s growth and success, and while we will greatly miss her leadership, we wish her continued success in her next endeavor.

Any one person may address the City Council on any matter not on this agenda. If you wish to speak, please fill out a “Public Comment Form” provided at the back table and give it to the City Clerk. There is a three (3) minute time limit on public comments. There will be no sharing or passing of time to another person. Notice of Completion (NOC) for the 6th St. Medians Improvements.

  • Recommended Action:

    Authorize the Mayor to execute a Notice of Completion for the 6th St. Medians Improvements; and

    Authorize the City Clerk to file the Notice of Completion with the County Recorder’s Office.

A Resolution of the City of Beaumont authorizing the Mayor to accept the offer of dedication for the northerly half-street right-of-way of Champions Drive for public street and public utility purposes.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City of Beaumont Authorizing the Mayor to Accept the Offer of Dedication for the Northerly Half-Street Right-of-Way of Champions Drive for Public Street and Public Utility Purposes”;

    Approve the Certificate of Acceptance; and

    Direct staff to record the Offer of Dedication documents with the Riverside County Clerk Recorder’s Office.

Maintenance Bond Exoneration for Sewer Improvements associated with Olivewood Tract Map No. 27971-11, located at the northwest corner of Potrero Boulevard and Olivewood Way.

  • Recommended Action:

    Accept the public improvements, authorize the Mayor to sign the Certificate of Acceptance, and authorize staff to issue a bond exoneration letter for maintenance bonds for (Project / Bond Number / Improvement):

    • Tract Map No. 27971-11 / LICX1983063 / Sewer Improvements

Authorize a task order for STC Traffic, Inc. for AI traffic signal design services for implementing AI traffic signals along Highland Springs Avenue – Capital Improvement Project (CIP) R26-05.

  • Recommended Action:

    Authorize staff to issue a Purchase Order to STC Traffic, Inc. in the amount of $298,000 for Traffic Signal Design Services under the existing On-Call Agreement.

Award a Two-Year Contract to Spicer Consulting Group, LLC for CFD Administration, Special Tax Consulting, Annual Financial Reporting and Stax Property Finder Application.

  • Recommended Action:

    Approve the two-year contract for Spicer Consulting Group, LLC Professional Services Agreement, with a total not to exceed cost of $528,628.68 for Community Facilities District (CFD) Administration, Special Tax Consulting and Annual Financial Reporting Services and Stax Property Finder Application Maintenance and support services for the City of Beaumont.

Staff is requesting City Council approval of an agreement with Hinderliter de Llamas & Associates (HdL) for continued use of the City’s business license software, hosting, support, payment processing, and related compliance services.

  • Recommended Action:

    Approve the agreement with Hinderliter de Llamas & Associates for Business License software and related services and authorize the City Manager or their designee to execute the agreement in an amount not to exceed $9,500 annually, subject to CPI adjustments as outlined in the agreement for a total of $28,500.

Beaumont Youth Council Report Out and City Council Direction

Approval of all Ordinances and Resolutions to be read by title only.

Resolution to amend the five-year Fiscal Year 2026-2030 Capital Improvement Plan (CIP).

  • Recommended Action:

    Hold a Public Hearing;

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Amending the Five-Year Capital Improvement Plan for FY 2026-2030”

Approval of all Ordinances and Resolutions to be read by title only.

Approval of a new Professional Services Agreement with Spicer Consulting Group to allow the City to establish a consistent, City-owned Fiscal Impact Model and strengthen fiscal oversight of proposed development projects.

  • Recommended Action:

    Approve a new Professional Services Agreement with Spicer Consulting Group (SCG) in an amount not to exceed $40,000 to provide Fiscal Impact Model Development and Fiscal Impact Analysis Review services.

Request to adopt a Neighborhood Traffic Management Program.

  • Recommended Action:

    Adopt the Neighborhood Traffic Management Program.

Provide City Council with a cost breakdown analysis for the potential relocation of the Cherry Festival to a 30-acre City-owned property.

  • Recommended Action:

    Receive and file the report and provide direction to staff.

City is performing repairs and retroactively pursuing environmental permits due to local emergency caused by the sewer mainline failure in Fairway Canyon. A resolution to re-ratify the declared state of local emergency is needed.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Extending the Declaration of a Local Emergency and Authorizing the City Manager to Take Necessary Action”.

    Increase the spending authority of the City Manager by $100,000 for a grand total of $1,100,000 to be used to address this emergency sewer mainline failure.

Strategic Plan Target 4 – Finances/Resources – Goal 1 – Obtain a Recycled Water Permit to enhance water sustainability, support long-term resource management, and ensure a reliable, environmentally responsible water supply for the community. Recycled Water review and progress update.

  • Recommended Action:

    Receive and file.

Replace existing City population entrance signs and implement new Wayfinding signs to find key destinations around Beaumont.

  • Recommended Action:

    Provide direction to staff to proceed with the development of updated City entry signage and the implementation of a Wayfinding signage program.

Receive and file the FY2025-2026 Mid-Year Budget Report.

  • Recommended Action:

    Receive and file the FY2025-26 mid-year budget report and approve the attached budget adjustments.

The Beaumont Police Department requests approval to create a second Homeless Liaison Officer (HLO) position to be assigned to weekend coverage, allowing for seven-day per week homeless enforcement services.

  • Recommended Action:

    Approve the addition of one (1) Police Officer position to the Police Department’s FY 25/26 budget; and

    Approve the necessary budget adjustment of $70,000 to the Personnel Budget to fund the position for the remainder of the current fiscal year.

2026 City Council meeting dates for review and direction based on holidays and travel.

  • Recommended Action:

    Discussion and direction to staff to establish the 2026 City Council meeting dates.

This report serves as a legislative update for state legislative activity during the 2025–26 legislative session.
