Government Code Section 66006 requires cities that impose impact fees to render an annual accounting of the fees and to provide findings that support the retention of any fees that have been held more than five years and remain unexpended or have not been committed to projects. Government Code Section 66001 requires that cities that impose impact fees must make certain findings described in section 66001(d)(1) every five years as a component of the annual report.

  • Recommended Action:

    Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Making Findings for Unexpended Development Fees in Accordance with Government Code Section 6600 and Reviewing and Accepting Annual Development Fee Disclosure Information”.

Updated Exhibit “A” of the Agreement for Sharing Cost of State Highway Electrical Facilities between the State of California and the City of Beaumont.

  • Recommended Action:

    Authorize the Mayor to execute the attached update to Exhibit “A” of the Agreement for Sharing Cost of State Highway Electrical Facilities between the State of California and the City of Beaumont.

Maintenance bond exoneration for sewer improvements associated with Tract Map No. 27971-7.

  • Recommended Action:

    Accept the public improvements, authorize the Mayor to sign the Certificate of Acceptance, and authorize staff to issue a bond exoneration letter for maintenance bonds for (Project / Bond Number / Improvement):

    • Tract Map No. 27971-7 / LICX1978526 / Sewer

Performance bond exoneration for monumentation associated with Tract Map No. 27971-5 and for sewer improvements Tract Map No. 27971-1.

  • Recommended Action:

    Authorize City staff to issue a Bond Exoneration Letter for Performance and Payment Bonds for (Project / Bond Number / Improvement):

Beaumont Youth Council Report Out and City Council Direction

Tri Pointe Homes has requested an appeal of the City Manager’s Notice of Finding Under Development Agreement dated August 17, 2004.

  • Recommended Action:

    Continue the Request to Appeal Notice of Finding Under Development Agreement dated August 17, 2004, to the City Council Meeting of February 4, 2025.

Approval of all Ordinances and Resolutions to be read by title only.

Request to approve a budget adjustment for the 2024/25 OTS Grant Award # PT25138 in the amount of $167,000.

  • Recommended Action:

    Approve the Office of Traffic Safety grant budget adjustment of $167,000 for one year of Selective Traffic Enforcement Programs.

To approve a $185,638 increase to Purchase Order #24/251932 to lease radios for city departments from County of Riverside PSEC.

  • Recommended Action:

    Approve a $185,638 increase to Purchase Order #24/251932 for a total purchase order amount of $516,320.

Set date and time for a study session on the public review draft zoning code and zoning map update.

  • Recommended Action:

    Set Thursday, March 13, 2025, at 5:00pm as the Study Session on the Zoning Code Update.

  • Recommended Action:

    Approve invoices in the amount of  $96,220.08

Reaffirming City representation to current seat holders and representatives Strategic Plan Target #1 Communications/Relationships.

  • Recommended Action:

    Mayoral reaffirmation to any City Council members holding seats on any outside appointed committees or boards.

Approve payment to Tri Pointe Homes for Cherry Avenue Street Improvements in the amount of $451,436.30 as per Cooperative Agreement Between City of Beaumont and Pardee Homes (Tri Pointe Homes).

  • Recommended Action:

    Approve payment to Tri Pointe Homes in the amount of $451,436.30

Award a Professional Services Agreement to NV5 Inc.

  • Recommended Action:

    Award a Professional Services Agreement to NV5 for Staff Augmentation and Project Management Services for a three-year term in an amount not to exceed $1,750,000 with respect to the funding year breakdown included in the contract and authorize the Mayor to sign.

Staff requests authorization for the positions of Associate Planner, Environmental Compliance Specialist and Assistant Engineer.

  • Recommended Action:

    Approve the addition of one Associate Planner classification, ASP-01;

    Approve the addition of one Environmental Compliance Specialist, ECPS-02;

    Approve the addition of one Assistant Engineer, ASE-01; and

    Approved the amended Compensation Plan.
