Freeway Agreement between the State of California and the City of Beaumont for State Highway Route 60 (SR-60), from Jack Rabbit Trail to State Highway Route 10 (I-10).

  • Recommended Action:

    Authorize the City Manager to execute ​a Freeway Agreement between the State of California and the City of Beaumont for State Highway Route 60, from Jack Rabbit Trail to State Highway Route 10.

Accept the Offer of Dedication and File a Certificate of Acceptance for APN Nos. 408-110-044, 408-110-028 and 408-110-027.

  • Recommended Action:

    Waive the Full Reading and Adopt by Title Only, “A Resolution of the City Council of the City of Beaumont Accepting the Offer of Dedication for Lot 2 of Tract Map 34862-1 (APN No. 408-110-044)”; and

    Authorize City staff to file the Certificate of Acceptance with the County Recorder’s Office.

Establish a materiality level for GASB 87 and GASB 96.

  • Recommended Action:

    Review and approve the 2024 City of Beaumont Financial Policies for GASB 87 and 96.

Update to the Development Impact Fee section of the City of Beaumont Financial Management Policy.

  • Recommended Action:

    Approve update to the City of Beaumont Financial Management Policy.

Sponsorship and Donation Policy to support the City of Beaumont’s Adopted Strategic Plan Target #1 Communications/Relationships Goal #2 Develop Funding Sources for Community Events.

  • Recommended Action:

    Approve City of Beaumont Sponsorship and Donation Policy.

This report seeks City Council approval of the 2024-2025 CDBG Program Supplemental Agreement, funding the Pedestrian Sidewalk Safety Improvement Project Phase II and activities by local nonprofit organizations.

  • Recommended Action:

    Approve the Supplemental Agreement for the 2024-2025 CDBG Program; and

    Authorize the City Manager to execute the agreement and return required documentation to the County of Riverside.

Beaumont Youth Council Report Out and City Council Direction

Tri Pointe Homes has requested an appeal of the City Manager’s Notice of Finding Under Development Agreement dated August 17, 2004.

  • Recommended Action:

    Continue the Request to Appeal Notice of Finding Under Development Agreement dated August 17, 2004, to the City Council Meeting of December 17, 2024.

Conduct a public hearing and consideration of a request for the approval of a Minor Plot Plan (PP) to develop Tract Map No. 32850 into 95 Single Family Residential Lots with four (4) Plan Types, and one (1) park site. The subject property is 29.32-acres and is located west of Manzanita Park Road and south of Brownie Way in the Residential Single-Family Zone.

  • Recommended Action:

    Continue PP2024-0048 without discussion to December 17, 2024, City Council meeting.

Approval of all Ordinances and Resolutions to be read by title only.

Presentation on the viability of existing roads along the designated truck routes.

  • Recommended Action:

    Receive and file.

Discussion on the infrastructure needed to support future development within the Potrero Extension Benefit Area.

  • Recommended Action:

    Receive and file.

Indemnification Agreement between the County of Riverside and the City of Beaumont various right-of-way dedications near Potrero Boulevard and Fourth Street.

  • Recommended Action:

    Authorize the Mayor to execute ​an Indemnification Agreement between the County of Riverside and the City of Beaumont for Various Right-of-way Dedications near Potrero Boulevard and Fourth Street.

Tri Pointe Homes has submitted a request of Community Facilities District 93-1 Improvement Area 17D bond proceeds to reimburse for completed improvement costs totaling $7,452,415.96 and reimbursement of development impact fees of $1,411,235.93 for a total of $8,863,651.89.

  • Recommended Action:

    Approve the City Manager to sign Requisition 003 to send to Trustee for disbursement of bond proceeds to the City of Beaumont for reimbursement of costs to Tri Pointe Homes IE-SD Inc.

Tri Pointe Homes IE-SD, Inc. has submitted a request for the Community Facilities District 93-1 Improvement Area 17D PayGo funds to reimburse TUMF Fees paid in the amount of $214,799.45.

  • Recommended Action:

    Approve Tri Pointe Homes 17D PayGo Funds Reimbursement Request in the amount of $214,799.45.
